two page parchment document, bound with seal of William IV, dated Dec. 11 & 12, 1837, ‘Victoria, by the Grace of God, of the United Kingdom of Great Britain and Ireland, Queen, Defender of the Faith, &c. &c. &c.’, and signed “at the City of Toronto this 12th day of December, 1837” by appointees Robert Sympson Jameson, Robert Baldwin Sullivan, William Allan, Alexander Wood, and John Godfrey Spragge, and numerous other officials including Sir Francis Bond Head
